There was a MARY ANN aboard the Elizabeth II (1828) who would have been in the right age range to match the person in the 1828 Census record, namely, MARY ANN ATKINS, aged 20. However, the name recorded in the 1828 Census bears no resemblance to such a surname. Further research required.
